Below programmes respond to several values and sustainable development goals (Figure 4.7).
Depending on the stakeholder, programmes will be more or less prominent in the stakeholder role, rationale and involvement. Cross-programme synergy occurs when roles, rationale and involvement for a stakeholder are mutually enforcing across several programmes.
Such enforcement mechanisms are best pursued at each of the four levels in the societal architecture
